Laurie Barlow over at The Greensward Civitas blog has been digging into the consequences of SB 375, and she completes a picture that draws together all of the consequences. Consequences which, if brought to fruition, would be devastating to not only to the ecological integrity of the San Gabriel Valley, but the entire L.A. basin as well. The so-called "Global Warming Bill" continues to be exposed as being anything but Earth friendly.Here is how Laurie breaks it down:
"SB 375 essentially establishes unofficial growth boundaries, but in exchange it strips local governments of the protections under CEQA (California Environmental Quality Act) for projects that have transportation or housing elements within urban boundaries, and enforces the imposed housing numbers developed by SCAG. Devil's bargain, just like Prop 13 has turned out to be. Major proposed regional transit projects (which are actually cargo transit networks), such as the 710 Connector in South Pasadena, would no longer be stoppable by small communities using CEQA, it strips cities of local control. It pits anticipated regional growth against the integrity of the local communities."
Boiled down into Tattler-speak what is being said here is that SB 375 is a law passed by Sacramento that will put a stop to small communities such as Sierra Madre, South Pasadena, Glendale, La Canada Flintridge, or Crescenta Valley, bringing up environmental considerations when faced with forced high-density development or, God forbid, something as destructive as the proposed 710 tunnel. A hole that will funnel huge amounts of new traffic onto the 210, further fouling our air and causing traffic nightmares.
Laurie continues:
"This agenda by SCAG is to increase the shipping and cargo infrastructure from the Port in San Pedro, a major contributor to carbon emissions and the underlying cause of massive amounts of energy use, pollution and waste generation, as well as the significant water consumption created by construction projects. SCAG is simply chasing the regional profits at the expense of the residents - the usual model of privatize profit, push the consequences to the public sector."
The Port of Long Beach is one of the major entranceways to the American market for the cheaply made Asian goods that now dominate the shelves of stores coast to coast. And once off loaded from cargo ships these goods must be placed on trucks that will take them on their way. And the one problem with this situation is the 710. The fact that it doesn't directly connect to anything creates a lot of headaches for the "transportation sector." And you know when SB 375 was being considered in Sacramento they made their displeasure known.
So why would SCAG be working to enable the funneling of cheaply made Asian goods to a job depressed American market? As we've said before, it always comes down to money. Small cities such as ours have now been stripped of rights that have been ours for decades, all because we've been deemed inconvenient to those who might wish to change us in ways we don't want to be changed. With the only real consideration here being the cash to be made. And don't be deceived by all the Greenwash being applied. Believe me, as far as these kinds of folks are concerned, that's just marketing.
So who would be doing this to cities such as ours? How did this happen? Now immediate suspicions would be cast on the usual suspects in Sacramento. The lobbyists of the BIA and CAR were involved, of course. SB 375, if it is enacted in full, would mean billions of dollars in new business for the people these organizations represent. And then there are the many corrupt politicians who've made a good living for years giving lobbyists such as these what they want.
But we shouldn't overlook the role local politicians play as well. SCAG, of course, plays a big part here. As do SCAG's junior partners such as the San Gabriel Valley Council of Governments. And who chairs the SGVCOG committee in charge of enforcing SB 375 here in the San Gabriel Valley? Would you believe our own Joe Mosca?
Joe Mosca chairs the Energy, Environment, and Natural Resources Committee Energy Working Group for SGVCOG. And among this committee's duties is working on getting SB 375 done right here in the SGV. This from the minutes from this committees May 20th meeting which was held right here in Sierra Madre:
SB 375 Update - Staff reviewed the most recent developments regarding SB 375 including the issues of sub-delegation and regional targets. An SB 375 briefing is scheduled ... It is very important the elected officials, city managers, and planning staff attend this meeting as the San Gabriel Valley considers its strategy for implementation."
Pretty chilling. After reading these committee minutes it becomes obvious that there is no doubt among these people that SB 375 will become a part of our lives. Whether we want it or not. And why? Because people like Joe Mosca apparently believe that persons such as us no longer have any say in these matters. And all they have to do is use the club handed to them by Sacramento and the building trades lobbies that organizations like SGVCOG really work for.
So when the effects of SB 375 start to be felt here, be it the 710 tunnel or an entire new Sierra Madre DSP that we can no longer stop, at least we won't have to go far to find a guilty party. He's right down there at City Hall telling his tall tales every other Tuesday night.

I'm re-thinking my opinion of people like Mosca,and company.
It is now clear to me that elected officials like Mosca, Torres, Buchanan, Joffe, Stockly, Doyle, Hayes, Lambdin were put in office by these sinister forces for this very goal.
If this isn't enough reason for all you voters out there to REJECT these types, I don't see any hope for Sierra Madre.
We can only hope the terrible economy will have one bright spot, it may save us, or at least give us time. Save us from this deadly cancer otherwise known as SB375.
I am praying it is not too late for California.

If it wasn't JOE, it would have been some other toady.There are plenty of other hoggish sycophants who are salivating over their anticipated gains during and following the wreakage.
If our city council doesn't vote us out of SCAG....we're finished.
This could be more than one city can fight alone. I think that in order to really knock this one down it will take a group of towns refusing to comply to get anyone's attention. This has nothing to do with global warming and everything to do with seizing property in built out communities for redevelopment.

There are a lot of people already involved with this. I'm just a participant in the parade. But yeah, it's time for us to reach out to other communities as well. That SB 375 enables both out of control development and the 710 tunnel is an indication of how pervasive the attack on the rights of cities such as ours has become. And that one of our elected officials is playing a goon role in enforcing SB 375 gives us a special part in the situation. We need to throw him out of office next April.

Obviously the 710 tunnel is SB375's main objective.....at this time.

I remember being at a Council Meeting a few years ago, Joe was late getting to the meeting, he walked in and announced "I've been FIGHTING FOR YOU" to the audience. If I remember rightly, it was a SCAG meeting, but no matter, you know Joe was lying, because he NEVER fights for us....EVER....

I have never met Rich Johnson, but a couple of my friends have and he once repeated some very ugly gossip that he heard from Harriet Susan Henderson to a group of people at the restaurant near Albertson's.

Re George (Poster 12:28). I would like to agree with you that Council Member Mosca has torpedoed his political future, but the voters of Sierra Madre are a pretty unpredictable lot and do not always vote for what's in the best interests of their town. Case in point, John Buchanan, -- who voted as a Council Member to approve construction at 1 Carter and was a staunch proponent of that atrocious Downtown Specific Development Plan --received the highest number of votes in the last election. If you do the math, a significant number of people who voted for Kurt Zimmerman in the 06 election voted for Buchanan in the 08 election. On many issues including development and the City budget, John and Kurt are as different as day and night. Kurt is a fiscal conservative and preservationist. John is ......
I hate to admit it, but I really think the swing vote in Sierra Madre votes personality and appearance. Buchanan is a bit of a snake oil salesman, but a reasonably good one. Yet Enid Joffe, who was pretty much John's parrot in most instancies, got fewer votes with the exact same message. A nicely dressed mannequin could probably count on a base vote of about 500 here.
I am not surprised by any "laws" passed in Sacramento with the Terminator in control.

Small communities should be the FIRST to merit environmental considerations related to development!
The voters in the last election didn't see any threat to the city. Measure V had been passed.
They voted for the two candidates who did the best in the debates. Enid took a lot of votes away from MaryAnn.....the local press was pro-Joffe and Buchanan....MaryAnn got in because she was so much the best candidate. The smart knowledgable voters went for her. The naive went elsewhere.
Had the Tattler been pushing for her at that time (wasn't up yet) MaryAnn would have gotten the most votes.
Mr. Finewine, if the mannequin had a pleasant visage, the vote could top 800.
This underscores our biggest problem - getting the information out. The people of Sierra Madre can be counted on to make the wisest choices most of the time, but they have to have accurate information. And unfortunately, like about half of the American population, they are not actively involved, and don't participate much in government.
John Buchanan walked door to door schmoozing, and reportedly claiming alignment with Ms. MacGillivray. Joe won votes walking door to door schmoozing, or having earnest representatives do it for him.
People want to believe others are good and honest.
Maybe SB375 will turn out to be a blessing in disguise, as in the straw that broke the camel's back, the greedy grab that goes so far that even those who want only sincere people to knock on their door, might start to examine candidates more closely.

I agree with some of the other posters that this is going to have to call citizens to action. What I find amazing is how thoroughly the idea of public "service" has morphed into public "domination." Not so much the Nanny state, as the Big Daddy state.
Remember Joe Mosca claiming that he would never agree to a DSP that he didn't think we would like? That's the kind of Bigdaddyism that has invaded politics. Imagine, Joe Mosca deciding for you what you liked & didn't like.
Day - some very good points. And Joe Mosca as Commissar of Public Behavior? Scary. Everyone would have to listen to Howard Jones and wear sideways pirate hats. But I'm not sure that's the way Joe rolls. My take he is more the apparatchik kind of personality. An order taker. But once he has gotten those orders, watch out. You either wear the pirate hat or it's off to the gulag with you.

I believe that the scag issue is up at the next city Council meeting. Hopefully the chambers will be full and maybe some of the property owners tagged for imminent should come, so would that be this next Tuesday the 7th of July. oh course there will be that group that hopes most people are on vacation and won't show up...let's show them that the the community is watching and speaking up!Keep your eyes open for the Housing element update because we have low income building codew that are a builders dream . amazingly set in place in the summer of 2004 (July) when our strictly commercial downtown then went to allowing mixed use and opening the door for the DSP.
Right now the County is doing a survey on the methods for putting inclusionary housing in the unincorporated areas as well. More density and development without oversight (no design review in the County). I guess they'll truck in the water.

Time for all smaller municipalities (and maybe some bigger ones, too) to join forces and fight Sacramento on this one. SB 375 was passed by our legislators, not by a vote of the people, and it's about time we stop letting the government cram this crap down our throats. Our elected representatives are not representing us - they are reprensenting development interests and have been for years, even in the wake of severely dwindling, non-renewable natural resources (the "if you build it they will come" developer mentality which refuses to take into account that the infrastructure necessary to support this staggering increase in housing is JUST NOT THERE). It's never been quite so unbelievably obvious before. Absolute power does indeed corrupt absolutely...
I like Ellie Phants determination of what constitutes hate speech toward Old Kentucky. I simply restated what he called me in this blog. If I remember correctly he called me an idiot. Ellie, was that hate speech? I went on to say that the term idiot might be used because I actually use my real name when I write.
I appreciate Sir Eric's talent and my comment toward was a bit of a shot but all in good fun. He has a great way with words and is obviously very intelligent. And the voice of dissent in any corner is critical to our freedom.
