You just can't make this stuff up. Getting ready for yet another City Council campaign based on the same old tired canards as the last few, the Shady Lady's Club has begun to once again circulate a 1997 Los Angeles Times article on Sierra Madre and the long defunct so-called "Family Values Ordinance." Which at the time was designed to prevent the creation of group homes here in Sierra Madre for recovering drug addicts and parolees. Something that certain larger governmental entities were attempting to foist upon a lot of little San Gabriel Valley towns, including Sierra Madre. Most of which reacted with similar ordinances.These are things I doubt people would be all that excited about even today. A current parallel would be the establishment of a Homeless Shelter on E. Montecito. Something that is not currently opposed by either Mayor John Buchanan or Mayor Pro Tem Josh Moran.
However, the proponents of this shopworn little whopper, which keeps getting passed around by the same old people, claim that those who voted this thing into existence way back when did so because they wanted to somehow keep Gay people from living in Sierra Madre. And once again this nasty bit of smear is being pushed mostly by people who hate MaryAnn MacGillivray due to her putting the needs of the people ahead of those of the redevelopment and real estate industries. And allusions to that Ordinance, along with those inaccurate inferences, can now be found on a certain celebrated Sierra Madre Facebook page.
What is not noted there, however, is that the Ordinance was actually voted into existence twice. Once in 1997, and again in October of 2001.
Currently on the Facebook page of Realtor extraordinaire Carol Doupe' Canterbury (click here), who some people are urging to run for Sierra Madre City Council by the way, the 1997 Los Angeles Times article in question, "Sierra Madre OKs Limited Meaning of "Family," is linked. And beneath that are a few comments from the usual suspects, who predictably express their somewhat bloated outrage at the whole thing. Included there is this coment from Bart Doyle, which reads:

Please recall here that I did say that Ordinance No. 1136, which is the technical name for this now useless scrap of paper, was voted into existence by the City Council twice. Once in 1997, and again in October of 2001. And who exactly voted for it in the year 2001? Then Councilmember Bart Doyle! Here is a list of those Class of 2001 signatories:
Mayor, Glenn E. Lambdin (who signed the document)
Mayor Pro Tem, Doug Hayes
Councilmember, Bart Doyle
Councilmember, Kris Miller Fisher
Councilmember, Robert "Rob" Stockly
The actual "Family Values Ordinance" (that isn't the real name for this document, btw), plus an article I wrote in 2010, which was the last time this big ugly lie was predictably trotted out, can be found by clicking here. The actual ordinance itself is reproduced in the upper left hand corner of that page. If you click on that inset the size will increase, and you will clearly see the names of those who voted for it. Which includes, as we noted above, Bart Doyle.
Apparently Mr. Doyle was for it before he was against it.

ReplyDeleteOld Sage - I think what most people want is a good Police Department. After having been robbed, and then not having my phone calls returned by the SMPD, or not once getting word on whatever investigation was going on despite repeated inquiries, and even having to fill out a lot of the paperwork ourselves so we could file an insurance claim, I decided this one might not be very good. But that said, there are plenty of people here who do defend them. God knows why.

ReplyDeleteI for one am a strong supporter of law enforcement and have no complaint with the SMPD, except in one matter: the expense. I have reluctantly come to the conclusion that we need to start again, put out bids, and get the expense in line with the reality of the policing required in this community.

ReplyDeleteFYI all, Mary Anne did vote on the original "Family Values" ordinance, which really was nothing more than clarification of the definition of "family" for R-1 zoning language in our local ordinance, based on a generic definition suggested for adoption by our state government. The entire council at that time voted to adopt language that defined "family" as male and female, married, with children related by blood to them. There was quite an uproar in town over that definition, from male/female unmarried cohabitants with children, gay males, and lesbians. Even if the intent was to block the establishment of group homes in the R-1 area at that time and in the future, those council members should have so enlightened the community. I do not believe that Mary Anne is homophobic as a result of her vote, which was reinforced by the votes of Lambdin, Stockly and Doyle a few years later when it was revisited, but I do believe that perhaps with a new council in place after the election and if time allows (there's much more pressing business to attend to in town), that perhaps this definition could be appropriately updated to be more inclusive and embrace the unconventional, the non-nuclear, the unrelated by blood families which resided in Sierra Madre then and now. With the proper legal advice, group homes could be relegated to the multi-family (R3?) section of local zoning ordinance where they can be addressed more openly. When an issue like this repeatedly raises its ugly head, it obviously lacks resolution and it should be finally and forever put to rest.
