Here is a mystery of sorts. Why is it that when something big like the EVG credit card scam goes down in Sierra Madre, or even the Matheson child pornography case, nothing ever seems to happen? We hear about an investigation taking place, and in both of these affairs the Feds became involved, but as we saw in the EVG case, we're never told about what exactly is being done, or if anything might have been found. And nobody ever seems to get charged with anything.Despite all the talk about the need for law enforcement to maintain secrecy in order to solve something like the EVG case, the investigation eventually just disappeared, and with precious little being said about it. By the City of Sierra Madre or anyone else.
Nearly 500 people had their credit and debit card information ripped off at the EVG filling station, with the culprits then taking off with their ill-gotten gains, never to be heard from again. And all that was left behind for us to ponder was, well, official silence. The case petered out and people eventually lost interest. Nothing has been said about this case for a very long time, and as far as anybody knows it is a dead issue.
And it looks like we might be heading down that same road once again. This from today's Pasadena Star News (click here):
Feds keep quiet on Sierra Madre kiddie porn probe - Federal law enforcement officials have yet to bring charges against a Sierra Madre man convicted of smuggling child pornography from the U.S. into Canada and declined to comment on the progress of the investigation Tuesday.
Immigrations and Customs Enforcement agents searched Matheson's home on Dec. 13, but have not released what information or materials were recovered in the search.
"Our investigation into this matter is continuing and as such we aren't at liberty to release any further details at this time," said Virginia Kice, Immigrations and Customs Enforcement spokeswoman.
The Sierra Madre Police Department is assisting ICE with the investigation and has not determined whether any of the victims captured on the photos and videos were children from the small foothill city, Police Chief Larry Giannone said.
Sound familiar? Compare what you've just read to this Jan 5, 2011 account from the Sierra Madre Patch regarding the SMPD (and soon to be Secret Service) investigation into the EVG credit card fraud scandal (click here).
Update: Total Loss in EVG Scam Reaches $70,000 - (Article picked up in the 2nd paragraph) ... Of the hundreds of reports flooding into the station, a significant number of victims have come forward who are not Sierra Madre residents. While Diaz would not comment on whether or not the SMPD had been working with the police departments in nearby cities such as Arcadia and Monrovia, she did say the department is working with "other outside agencies," but would not specify which agencies.
"I'm really not going to divulge which agencies we've contacted during the course of the investigation because we don't want to compromise what needs to be a successful prosecution," Diaz said.
A few days later at a press conference it was revealed that the outside agency was the United States Secret Service, who at that point took over the investigation. But it didn't matter much, there was no successful prosecution. Or even an arrest. Only continuing assurances that the law enforcement officials in charge couldn't say anything about this case. And in that one particular aspect of the investigation they were completely successful.
The amount of money stolen was later tabulated to be in the hundreds of thousands of dollars, at which time the SMPD apparently stopped counting. Perhaps because people, eventually sensing the futility of law enforcement's efforts, just grew tired of hearing them not really talk about it. Which perhaps was the point of what today seems to have been little more than a public relations exercise.
That was the scene a year ago. In an interview posted on Patch this New Year's Day, Chief Diaz explained how she discovered that the Feds knew about the Matheson case way before she did (click here).
"I first learned about the Matheson arrest was on (sic) Tuesday, Dec. 13. At 10:30 that morning, I got an e-mail from somebody I didn't know telling me about Mr. Matheson, who was a Sierra Madre resident, but also had a home in Canada. I looked at the link (to a newspaper article), saw the story, and the captain was sitting a few feet away. I told him, "This involves a local person, I'm going to send this to you and to the lieutenant who handles sex offenders." That went to them within minutes.
After this account of speedy police work (Sierra Madre resident Robert Matheson had been arrested in Canada nearly two months earlier), the Patch article then described the efforts of Chief Diaz and her colleagues to find out about what they'd just read in that Star News article. Which was then followed by something that I find to be entirely unbelievable.
We have been in constant contact with the supervising agent from the Los Angeles office (of the Department of Homeland Security and ICE). He has been most cooperative and diligent in following up ... I asked (the supervising agent) how many tips like the one about Bob Matheson does his unit receive every month? He said dozens ... and their office has to prioritize those cases. Perhaps because Mr. Matheson was in custody and was going to be serving time for a couple more months, other cases in which allegations of current child endangerment existed may have taken priority. They look at who is at greatest risk ... ICE has been wonderful to work with. But it's their case.
The Feds knew about Matheson's arrest two months before the Sierra Madre Police Department did, and judging by Chief Diaz's account of newspapers and e-mails from strangers, never even bothered to tell her about it until she finally asked. The Feds also showed themselves to be much too busy with more important work to search the home of the child pornographer who lived amongst us until 8 weeks after the fact. An obvious threat to the integrity of any evidence that could have been found there. After all, Matheson did not live alone.
Additionally, and something the Crown Prosecutor in Nova Scotia, Craig Botterill, has complained about in several newspaper interviews, is that this sad lack of regard for the seriousness of the crimes involved here severely compromised Canada's case against Matheson, contributing to his receiving a very minimal sentence of 120 days. The lack of urgency shown by U.S. law enforcement agencies, in particular the failure to perform a timely search and seizure of any corroborating evidence at Matheson's Sierra Madre home, severely undercut Canadian efforts to put this guy away for a much longer period of time.
So can it be that in our (now retired) Police Chief's mind this is all what made the Feds so "wonderful to work with?" And that despite their lack of urgency in this case she is just fine with their efforts so far, and with them continuing to handle it? To the point of even making excuses for them? And are our children really at a "lesser risk?"
And even though nobody seems to know whether or not Matheson had any local accomplices in his crimes who might still be at large here, or if any Sierra Madre kids might have been victimized along the way, or what exactly he had been doing at his home on Liliano, she is content with the SMPD playing a very minimal role in the investigation? And despite what Larry Giannone said to the Star News, is herself OK with the absurdly slow moving Homeland Security and ICE people taking control of the case? Essentially washing her hands of the whole thing?
I don't know about you, but in the face of a crime of this particular kind, I find this level of official indifference to be beyond incomprehensible. Maybe the Feds have different priorities, but that should hardly be the case with our own Police Department.
Do crimes in Sierra Madre ever get solved? Not to my recollection.

Interesting,The City has doubled the police force, but can't solve any crime.
ReplyDeleteIt seems like a crime to us to have a police department like we have here. We never hear about any results, we can't talk about anything that's on going and no one knows anything of past findings, wonderful. Our family has been burglarized 4 times over the years and not one person was ever booked for the crime. One time we gave the name and address of one of the two burglars only to be told we would need to get an attorney to handle the problem. Another time while following the burglar, he was on foot we were in the car on the phone with PD. They called and waited for another agency to arrive as back up only to loose the guy in the bushes behind an apartment. Our whole family is very impressed with this fine depertment they call the Police, we won't be putting our name on this comment due to past and present actions be the SMPD.
ReplyDeleteIs it possible our" Little Village" has been selected as a "Sanctuary City" for renegades, swindlers and other unsavory types where they can roam about freely and feel secure. This may seem absurd at first but if one cares to review the pass history of the community it does make one think.
ReplyDeleteAny seasoned crook can see that Sierra Madre is soft. Diaz was nothing more than a clothes horse.
ReplyDeleteIt must really piss you off that you aren't in control of everything.
ReplyDeleteI don't know about you Barney, but I know that what pisses me off is that those who are in charge don't seem to know what they're doing. At this point even Eagle Bill seems like an acceptable alternative.
ReplyDeleteIt's a real concern when you can't count on your own/local Police Department to take care of business in our small town.
ReplyDeleteI wish the new Chief the best of luck and support. Were counting on him and he needs to know he can count on us as well.
Support and success to Chief Giannone.
It is time for them to go.
ReplyDeleteThe increased police hiring was to bring in "loot" from the citizens who drive within the city limits.Think..Highway men!Solving crime or controlling criminal activity is not an issue!
ReplyDeleteDiaz was brought in to function as a Human Resources person. The SMPD is a service police department. They answer calls from residents and hand out tickets. They don't do real crime.
ReplyDeleteSpeaking of official indifference, will we be hearing from Mayor Buchanan anytime soon on the Matheson matter?
ReplyDeleteOK people-So we have official indifference!Do we just accept this la-di-da!Think about it!Less you forget,we pay the highest UUT in California! For what?Remember, it was done for the Police Department. Are you tired of being a Sucker!

ReplyDeleteI too have reported serious crime, once in the middle of the night. There was a meth lab operating next door to me.
I called the SMPD in the middle of the night and the dispacher asked me "Are they bothering you"? It was 3 in morning! I hung up. The SMPD never came. Now, this was many years ago. Our police has always been poor.
As a former resident of Arcadia, I was shocked, as a new resident here at the time.
Susan Henderson wrote over 50 bad checks (bounced) and never made them good.
ReplyDeleteShe was not prosecuted for it.
Wonder if this is why she pimps for the city dirts?
Sierra Madre Police dept is a bunch of fat out of shape losers. They dont deserve pay raises. Ive experienced their incompetence first hand and should of sued the city. I on the other hand took the high road and moved on. Bring on LA Sheriffs.
ReplyDeleteIf only the Girl with the dragon tatoo could tatoo matheson.....and then train the SMPD to be as tough, savvy and great with technology as she is.....but then they would be breaking the law. Then again, do they even follow the law?
ReplyDeleteI have it on good authority, The Green Hornet is working closely with our police to bring Matheson to justice
ReplyDeleteThe Green Hornet. Is he Homeland Security, or ICE?
ReplyDeleteI am actually a fan of law enforcement officers, and have been treated fairly by the members of the SMPD, with one exception, when I've needed them. I am grateful to people who go into that line of work. It's tough to see how much anger people have about them.
ReplyDeleteThat said, I am very disturbed about the police taking 52% of our budget and think there needs to be significant reform. Let's use La Canada as a model.
Marilyn's 3 priorities in December were to retire, get her pension, and run.
ReplyDeleteWhat the Sierra Madre Police Department is good at is violating the civil rights of ordinary citizens. Why worry about crime it doesn't pay the bills, the UUT does. That is why we need 36 cops to do nothing and harass us, and we pay for it. Priceless.
ReplyDeleteThe only thing our police are good for is to shoot a sleeping man in the butt.
ReplyDeleteIt is just more evidence that the Sierra Madre Police Department needs to follow the example of the Chief and retire. The Sheriff Department is called when real police work is needed, so like La Canada the Sheriff Department is the better solution, and a cost savings alternative. With no more CRA funds to help pay it is only a question of time. VOTE NO ON THE UUT Tax it is a waste of the people's money!
ReplyDeletePost 10:09,
ReplyDeleteI agree, but at least they caught their man, it must be hard to run when shot in the butt.
Sierra Madre is kind of a rare place. The more taxes we pay, the worse things get. If the UUT does ever go to 12%, then watch out. It could get dangerous.
ReplyDeleteAnon 10:00 am,
ReplyDeleteYou may want to add the Matheson arrest in Canada and the SMPD's inaction, and resulting inability to create an enviroment where Mathesons victims can come forward. Where's the phone number to call anonymous to report information about the case? Why have there been no press conferences? Why are the people who know Matheson not telling what they know...ie the person or persons Matheson contacted via email or txt seeking a child that "could pass as his grandson..."? Are these people Sierra Madre residents? If so why have they not been contacted by SMPD? Oh I have many more questions, but let the Chief, and the whole 36 officers get together and see if they can answer those simple questions.
The Sierra Madre Police can and do: srrrest for traffic violations, answer 911 calls, and maintain a "Police Presence" in our fair village. Beyond that not much whether by law "not qualified", or by a desire to remain uninvolved they hand off most infractions to other policing agencies.
ReplyDeleteI remember when I witnessed an elderly bicyclist ride into the side of a daycare mini bus and fell onto the pavement. Sierra Madre Police arrived to investigate. They soon concluded that since a mini bus was involved they were not authorized to handle the incident. The CHP had to be called to do the case. The bus with children, cyclist, and witnesses waited for the better part of an hour for the CHP Officer to show up, with another hour to sort out the evidence and take statements.
What comes to mind is, what are the limits that Sierra Madre Police must adhere to in the pursuit of their duties, and if they are relegated to minor infractions and must summon other agencies for the balance of infractions, what is the need for a 31 person Police Force?
What else can they do other than hand out traffic tickets and quell noisy neighbors? Apparently not much.
Where is the Mayor, 10:34? Where is the leadership?
ReplyDeleteAnon 10:23am
ReplyDeleteI think anon 10:09 am was refering to when officer Henry Amos shot a man in the back, while the victim was sleeping in his car.
What happened as I had pieced together was, the car was towed, and while searching the car when it was at the impound yard the guy woke up , startled Amos who drew his weapon and fired striking the victim in the back.
So ...yeah "they got their man, and it was probably hard to run having been shot in the back, but he was innocent, AND officer Amos is still on the Department horray!
Did I mention the victim had sued the city, and the compensation has yet to be revealed to the city.
As bad as you may find the department now, before Diaz took over it was much worse.
ReplyDeleteHard to believe, yes.
ReplyDeleteJust saw an article on the SF Chronicle website that says Tim Donnelly was stopped at Ontario Airport this morning trying to board a plane to Sacramento with an unloaded gun.
ReplyDeleteanon 10:43 ...
ReplyDeleteIt's hard to beat shooting a slleping man in the back
Of Course Chief Dais did not doing anything, she is a puppet of the City Manager and Mayor, second in command of the gang of fools. Matheson is a political supporter and friend of the Troll and his minions. I am sure Marilyn's first called was to our City Manager, Aguilar and asked "What Shall I do?" Where she was told, "I Don't Know, Maybe you better call Mayor Buchanan, He is the best spin master in Sierra Madre". Chief Dais then calls Buchanan where she is asked to hold on so he can call Bart Doyle to ask "What should I tell her to do or say,Bart says "Just tell to not say anything and do nothing, he's our friend and can say something we don't want anyone else to know, do worry it will just go away. I just hope the Tattle doesn't find our about this one, it will make us look bad very bad".
ReplyDeleteLooks like it played out, except the Tattler found out. Now what will the new spin be? Oh a non existent Mayor, status quo.
They updated the Donnelly story. Looks like the gun was loaded.
ReplyDeleteEver since Donnelly came out in favor of welfare for big developement, I don't care what he does. He won't get my vote again.
ReplyDeleteRepublicans like to shovel our tax money to wealthy corporations. If you're against that you are waging class warfare.
ReplyDeleteI guess the difference between the Republicans shoveling money to big corporations, is sort of like the democrats shoveling money into their cronies pockets.
ReplyDeleteCorruption is corruption.
The trick is not being the people whose money gets shoveled, I guess.
ReplyDeleteIt's time to take away their shovels and make them work with their hands.
ReplyDeletePost 10:09,
ReplyDeleteIs that a Matheson reference?
Somebody mentioned Donnelly's arrest here at 11:57. Article was up on Patch at 1:01. Everybody reads The Tattler.
ReplyDeleteI knew something was amiss in this city! It's suffering from a severe case of Dysfunction! One mind numbing fiasco following another. The level of incompetence on all levels is staggering! We,the Citizens, unfortunately have allowed this by continuously reelecting buffoons.Time to take notice of the fiasco we are in and make some badly needed adjustments. We have the tools to make these changes.Let"s use them!
ReplyDeleteWe need to make a list of everything that has gone wrong these last 2 years. It really is quite a series of strange events.
ReplyDeleteI thought you could have a gun as long as it isn't concealed and you have a permit. But you are suppose to declare you have a gun, when you check in. The TSA asked me if I was carrying a gun at the airport during one of my trips, then on the return trip the security man that looked at my id said " The CIA wants to know where you are at all times" I was a bit taken aback, but I shot back with "yeah the CIA has it in for post menopausal women".?? They were nicer after the 2009 attempted prosecution of the man who is now under investigation by the Fidelity, Bravery and Integrity guys (FBI). I guess the TSA doesn't buy the "oh I forgot to pack the gun in my checked lugguge" excuse from militia men polyticans. Oh well
ReplyDeleteIn tried to carry a bottle of mouthwash onto a plane once. They put me on the "no fly" list.
ReplyDeleteOn the subject of the FBI, they just investigate, The DHS is concerned more with international federal crime, Californias molestation victims are told that if they brought their cases forward it would be in vain according to a story in the LA times from 2003, and the cops are not trained as attorneys, they need to be. The DA's at each level prosecute, and their case loads are so fun they reject most cases for lack of evidence. The criminals commit crime knowing they can afford hi dollar attorneys to get them off. Like Doyle only getting a fine for his misuse of public office, it sucks, it gave me a stomach ache this morning, and of course Cooley always drops the ball back into laps of the poor police, it is really the wild west out there, we just think there is justice because of the grants given to hollywood for police shows.
ReplyDeleteI don't use planes anymore, why pay for the privilege of being abused like that?
ReplyDeleteGreat post 4:53. Maybe that is what a police department really has to offer, the illusion of law, order and justice. Just don't go putting all that to the test, because it doesn't work.
ReplyDeleteMaybe Tim wanted to make sure they gave him enough bags of peanuts.
ReplyDeleteok this is off topic but has anyone else notice a HUGE descrepancy in their water bills? Mine has tripled with no explanation ...
ReplyDeleteBetter get busy on research Tony. Don't wait or the city will overcharge you and you won't be able to get any money back.
ReplyDeleteThe city will overcharge you let's say $600, then when you refuse to pay it spend $9,000 to sue you. They're brilliant like that. Geniuses, actually.
ReplyDeleteI wish I had taken a picture of the SMPD sign displayed by it's union at the Wisteria Festival
ReplyDeleteabout ten years ago.
It was a big banner drapped over a truck and our cops were milling around the sign.
The sign for all to read was, "Sierra Madre Sucks!"
Same old same old with the SMPD - can't get hired at the LAPD or County or Arcadia etc - but came here with an attitude, ticket happy pens with haphazard training and understanding of the law.
Anytime and everytime something big happened in the city - it was turned over to other agencies and our PD was basically perimeter crowd and traffic control.
Then we have a cop shoot a man in the back after he was awoken after having his car towed to the SMPD station - how our cops couldn't see into the back of a Murano is beyond comprehension, I have a Murano and it's easy to see in.
Child pornographer - what's the big deal with that when our PD can be out writing traffic tickets.
Does Diaz still have our officers patroling outside of the city like she denied in the past?
Interesting how the police blotters are edited these days
this city went into the toilet when all the Santa Monica and South Pas wannabes moved into town and overpaid for their homes.
ReplyDeleteOf course the SMPD solves crimes! If you commit a "Vehicle Code violation" and are driving after 2 AM.
ReplyDelete
