Holding Sierra Madre's Paramedics Hostage

I'm not exactly sure what the City of Sierra Madre's employees in the Paramedics think about it, but according to Mayor John Buchanan unless the voters here reconfirm the Utility Users Tax increases of 2008 this April, they are all out of a job. Something that might be causing some nervousness in our emergency medical corps. Especially when you consider that the voters here are also being asked to increase their UUT exposure to 12% by 2013, which means approving a rate that would be by far the highest in California. A dubious record befitting the accomplishments of a man whose only solution to this city's problems over the years has been to raise rates, fees and taxes.

Of course, this is big news for anyone living in this town, but what better a setting to kick off so cynical a hostage taking election strategy than in a room filled with seniors, the very people who would be most at risk should Paramedic services go away. Which is, of course, where Mayor John Buchanan set out to scare the bejeezus out of a lot of this City's vulnerable older citizens.

The venue for the deed was the Sierra Madre Woman's Club, where a full house got to witness the Mayor in action. As affable and engaging as any politician asking people to vote themselves a stiff tax hike can be, he came equipped with charts, friendly City Staff, a $9 lunch offer and a very frightening message. That message being unless you vote to renew the Utility User Tax, in the process giving your personal approval for a UUT hike to 12% by 2013, the Paramedic Services will go away. Simple as that. A service many in that room would be dependent upon during a medical emergency.

Like all well-deliverd demagoguery, Mayor Buchanan made his threatening little speech with a smile on his face. And what he had to say was well-received by those in attendance.

There was a chart shown during this presentation that was quite revealing. It detailed the portion of the General Funds budget that goes for what The Mayor referred to as "protective services." What he was talking about here is the over 51% of the budget that sustains the Sierra Madre Police Department. The inference being that this 51% percent of that budget cannot be touched, and there would be no way that Mayor Buchanan would ever consider doing so. No, should the vote to renew the UUT fail, he would instead get rid of the Paramedics and leave the SMPD (or any other portion of the budget) untouched.

Whether he would actually do this or not is doubtful, and his personal role in all this is moot since he will be out of office should it ever come to that. But you need to remember, John was delivering a threat here designed to frighten a lot of seniors into believing that of they don't cough up some more UUT money our ambulances will just go away. No need to let reality get in the way of City work as important as that.

The Tattler predicted this unkind strategy back on December 14 as part of our wrap up to that Tuesday's City Council meeting. The debate that evening had been how to word the ballot questions for the upcoming April 10 UUT vote. Mayor Buchanan seemed adamant that the ballot question include a specific reference to Paramedic Services. Something that would be deceptive since the UUT is actually a General Fund tax, and is no way specifically tied to Paramedic Services alone. UUT money can also be spent on anything from office supplies to a bottle of vodka and a room at the Hilton should those in charge so desire.

Here is what we said on the matter on Dec 14:

The deceptiveness of the proposed language for the UUT Advisory Measure came up for considerable discussion. The way this is written gives it the appearance of being a matter of raising taxes to help pay for emergency services such as paramedics alone. Which, of course, it is not. This will be spun by Buchanan and his ilk to read that if you vote against raising UUT rates to 12%, you will be responsible for Paramedic services being cut back or even abolished. Something that would put innocent lives in danger. All nonsense, of course. There are plenty of things that could be cut before the Paramedic budget. This is not out of line with the kinds of demagoguery employed by Buchanan-run campaigns in the past.

And that is what was trotted out at the Woman's Club this week.

It is never hard to predict what John Buchanan is going to do. When he wanted water rates raised, he told people it was for infrastructure repairs rather than what it was really for, to pay for service on some old bond debt. When he wanted to avoid a Measure V vote on the ALF, he helped to cook up some cock and bull story about units and suites. And now we have this tall tale about the UUT and Paramedics.

Sometimes you have to wonder if the man is capable of ever telling the truth at all.

    why didn't the mayor hold the police department hostage? because if he did the UUT and the police department would be DOA.

    i know it's dull, but let's go to the numbers so we can see how fiscally responsible we are:

    according to the SM 2010-11 budget, the city has overall general fund expenditures of $6.695M. The police department consumes $3.56M - 53% of the total.

    la canada uses the LASD. La Canada has 20,000 snobs (as opposed to our 10,000 citizens), nearly twice the area, a far larger business base, and three major highways to police. La Canada pays $2.1M for police services.

    Assuming SM got the LC deal despite our smaller size, we would save $1.5M a year. we could,of course, do better.

    that would leave $1.5 million a year to devote to improving civic life. for example, we could spend it on open space. better yet, and to take the mayor's point directly, we could spend it on a state of the art staff of 15 full time paramedics!

    now here is the kicker: the $1.5 million we save would be WITHOUT INCREASING TAXES!

    PLEASE VOTE NO ON THE UUT.

  6. When the first utility tax was put into place, it was only temporary. There were residents who doubted that but who were not listened to. The city councils and staff assured one and all that it was only temporary. It was back then that the charade should have been stopped and city services should have been pruned to the essentials.

  11. Damn it anyway, our UUT needs to be cut in half, not increased!
    I'LL VOTE NO ON THE UUT.
    They have tried this more than once over the years, to lie about tax increases.
    They have gotten away with it a few times, but failed on another occassion, thanks to outstanding citizens, who at their own expense, sent out postcards to all voters the last weekend before the election telling the truth about what this actually was.
    Another small group of citizens tried to do the same thing, but fell short due to the massive propaganda machine to push our current UUT, which I believe, correct me if I'm wrong, is one of the highest in the State of Calif.
    Good God, people, wake up, you are being lied to and cheated out of money.

    NO ON TAX INCREASES.
    I trust this blog will keep posting us the facts on this latest scam.

  15. If you know any seniors, who don't have internet service, and are unaware of anything except what they are told by the city, explain what they are trying to do.
    If we vote down the UUT, their is plenty of time to adjust the spending at the city, and prioritize spending to include paramedic services, and put alternatives into place.
    They are trying to sell this as the only alternative.

    It's a form of blackmail, and Buchanan should be ashamed of himself.

    It is illegal for local officials to use public resources (including public funds) to urge a vote for or against a ballot measure, consultants frequently counsel sales tax supporters on the best way to wage "information" or "education" campaigns. This often means putting up signs or sending out material stating all the "good things" a sales tax would do, but stopping just short of telling people how to vote. These tactics sometimes occur even before a tax is officially placed on the ballot.

  23. It's all spin coming from JB - always has been - to further the agenda of developers and utility company interests in increasing the surplus population (more people, more homes, more money...). The one sector of the populace unable to support increased draws on their limited income is the group to which JB directed his comments - the seniors. He and his lies just keep getting creepier and creepier.

  28. I'm missing the number of life threatened actually about to die rescues made by the paramedics since the UUT began to "fund" the program. Are their statistics about the number of calls, transports to hospitals, etc? Or is that all swept under the ambulance by HIPPA?

  29. If anyone reading this knows any of the seniors in town, PLEASE pass those Sierra Madre/La Canada statistics (mentioned in an earlier post) on to them. Everyone who votes on the UUT deserves to know the truth of what is really going on in this town. I am disgusted with the way the city pushes it's propaganda onto the seniors and various civic clubs. (No doubt there will be a Buchanan "presentation" at the Hart Park House during their Senior lunches as well.) Considering the fact that many of the seniors in town are on fixed incomes, this kind of behavior on the part of the city is shameful. The reason the city targets the civic clubs and the seniors is because these are the individuals who come out to vote in the elections. The city will never let a resdient (armed with the TRUE facts) do a presentation at the Woman's Club, so this information must be passed on privately. A good place to start would be the senior housing complex on Esperanza. Vote NO on the UUT increase! It's an injustice!

    Something that drives me crazy in this town is that the political types never admit their mistakes. It's as thought there's an unspoken tradition - if you make the wrong choice, or if you out and out lie, whatever you do, never, ever admit it. So it's no surprise that people talk about how the UUT was never supposed to stay, but not only stayed, doubled, and none of supporters of the UUT INCREASE will admit that.

  38. The solution to any problem in Sierra Madre is to get more money out of the residents. After the UUT goes to 12%, there will be another tax request. And then one after that. It is endless.

  39. You know all those surveys that committees send out?
    How about if we have a survey that asks residents to list what they think is essential, in order of priority. And let's use that information to cut services down to the top 4 or 5. Here's mine:

    Essential:
    1) water
    2) public safety - SMPD or sheriff like La Canada
    3) fire department - SMPD or contract with Arcadia
    4) paramedics

    Everything else is a luxury.

I'm more inclined to think he read what he thought was an anonymous tip and failed to pursue it. After all he's a small town blogger not an investigative reporter. Can you fault him for it?   43. If my memory serves me....MaryAnn was slandered this last election being accused that she would fire the police & firefighters. All of which was not true & when the chief accuser was called out on it he reacted very contrary to his christian facade. This lie allowed candidates Moran & Walsh to obtain 2 seats on cc. Now Josh has supported increasing the UUT & Walsh"s stance is a bully since her famous tirade on camera at previous cc mtg. No thanks(by Walsh) to MaryAnn's intervention to our congressman Davis D. which got Walsh airlifted out of Dubai. So now Buchanan is scaring our dear seniors into thinking that without 12% UUT it will eliminate the paramedics! How dare he!!!!! 911 is 911 & they WILL respond to any 911 call to Sierra Madre. Who needs duplicity, folks. G3 is an abomination to our rights as taxpaying residents. No CRA...well then, let's raise the taxes & we can still misuse city cash pots. Give me a break. We have had contracts before with our paramedics & it worked fine. Prevaricating bullies & thieves..."get thee me behind me, satan. Yeesh!

  45. This particular strategy worked wonderfully in San Marino, same spiel, that got Measure S passed back in November of last year. Now the city is hiring more police and fire personnel after threatening layoffs of 21 people. Each city that has this pot of money contributes to the police and fire labor and pension funds, period. Same is happening here. La Canada Flintridge is dodging this by using County Sheriff and Fire, so no parcel taxes for that city.
