Behind MLM: Arcadia Councilman John Wuo roasted over ties to USFIA GemCoin ponzi schemes

Arcadia residents, former mayor threaten to recall three city officials over ‘careless’ decisions - A decision to suspend a citywide zoning code update last month may have been the final straw for a discontented citizenry in Arcadia, prompting some to threaten three of their elected officials with a recall petition Tuesday.

The three officials under fire for their “careless” decisions are Roger Chandler, John Wuo and Sho Tay.

Several residents, including former mayor Mickey Segal, questioned the councilmembers’ motives behind recent actions, including the move to halt a zoning code update that had been in the works for over a year, and to proceed with a historic preservation survey, excluding the Arcadia Highlands, an 854-home community in the northern part of the city.

Mayor Gary Kovacik said $103,000 in taxpayer monies had already been spent on the zoning code update when it was put on hold.

Tay and Wuo attribute their unfavorable votes to a lawsuit filed in March against the city by an activist organization that aims to slow mansionization in the city’s historic foothill communities. Chandler too cited the pending litigation, but also claimed his vote reflects his support for people’s individual property rights.

Segal, who served on the council for 12 years, said he could not stand by any longer and continue to watch Chandler, Wuo and Tay make decisions that are not representative of the community they were elected to serve.

“The only power citizens have to fix this, that I’m aware of, is the power of recall,” he said at the meeting. “I’m very sad to say that if in the next 120 days this lawsuit is not gone, I will take my 6,000-person mailing list and begin a recall on those three council members. It is a terrible thing to do … but I’m not going to watch 3-2 votes that don’t reflect the opinions of this community continue.”

  2. The city government and the McMansion 3 needs to be investigated. A offshore ponzi scheme, foreign trips to Communist China, and money involved are difficult to understand. When/How does an official investigation start? The Tattler continues to be the only publication to, on a regular basis, investigate the situation. Thank you.

  3. What we are seeing now in Arcadia could happen here. Sick amounts of money is in the hands of corrupt and unscrupulous McMansion developers, and they want to destroy Sierra Madre. Support the Arcadia Highlands people. They are our frontline fighters. Their fight is our fight.

    1. I'm on their side and glad to support them, but you are not thinking clearly. We have been fighting over-development in Sierra Madre for 30 years. The Highlands folks are complete new-comers, and I don't think anyone from Arcadia has participated in our struggles, ever. Just saying.

  4. It looks like the (oxymoron alert) Arcadia's Best blog is blocking certain reader comments. They have an article called "3,000-plus at inaugural Street Fair" up now. I asked where they put the GemCoin booth, and the admin refused it. I wonder why.

  5. Mayour Wuo has been outed as a liar. The idea that he would go to all these GemCoin meetings and not be compensated in some way is absurd on its face. Because of the murky financial arrangements for many transactions in Arcadia and where all this international money is coming from that Arcadia seems to be so eagerly accepting despite some of the nafarious sources for it, it will be difficult to know how GemCoin is compensating Mr. Wuo. That is something for the FBI to figure out. What we can conclude from all this is that Mr. Wuo probably belongs in jail and not as the sitting Mayor of an important city in the San Gabriel Valley. It is common knowledge that the only way you survive and get ahead in Communist China is by beating the system which often degenerates into outright corruption and cronyism. Unfortunately, that same corruption mentality has imbedded itself in the San Gabriel Valley in general and Arcadia in particular. Mayor Wuo is the symptom of a larger problem. He should resign in disgrace or be recalled and then taken to the town square and flogged at noontime.

      The Highlands are to the far north of the city, and I don't know if it was bad feng shua or what up there, but they were left alone while the south was eaten alive.

  8. This is so important. As the mainland Chinese are taking over the San Gabriel Valley, they have to figure out that this degree of corruption will not be tolerated. A recall is absolutely necessary.

  10. It started with the turn over of Hong Kong. Money was flooding out to Arcadia by the suitcase full. Buy house in Arcadia sight unseen was what the Anglo realtors were told. Here is the money. Now the frenzy is in the hands of the Chinese realtors and crooks like Woo.

  13. John Wuo is the biggest crook is the sea of elected crooks drowning the San Gabriel Valley. If he doesn't have his hand out, its in someone else's pocket.
    Here's a plan to fix Arcadia: call the DA and feds on Wuo. Turn over the evidence of his misdeeds (they are plenty). Focus the recall on him alone, replace him with a decent citizen who can marginalize Sho Tay and Chandler. Tay will lose face and not be reelected, saving Arcadia money and punishing him for aligning with Wuo.

  17. We all know that corruption exists, and that even in the best systems, politicians are rarely the leaders we hope them to be. However, and it's a big however, this kind of lying and outright sleaze must be called to account.

    1. I think a tipping point has been reached in Arcadia. People are waking up to the fact that their city government is corrupt, and they are starting to watch. Wuo, Chandler and Tay have awakened the sleepers.

  22. ARCADIA DESERVES BETTER THAN ROGER CHANDLER, SHO TAY and JOHN "GEMCOIN" WUO

    CHANDLER, TAY and GEMCOIN WUO use a resident lawsuit as cover to quash a zoning code update. But the real reason is their FEAR that the zoning code update will introduce a FAR and bring a SENSIBLE zoning code to ARCADIA.

    The position of 1000's of residents who provided input at community forums over the past year is clear: larger homes ok, single-story ok, 30% lot coverage ok, but NO MORE MANSIONS, no more 45% (or more) lot coverages. Don't we like beautiful parts of Pasadena - Chapman Woods, Hastings Ranch for example? Don’t they resemble the Highlands? What makes them special? The harmonious and compatible design of homes in the neighborhoods. Pasadena, San Marino and other cities have more limits in their zoning codes that are preserving neighborhood quality while also providing for renewal and growth of home sizes. They are not ugly hodgepodges. They are not Arcadia. And where do their property values go? Up and up and up.

    The Arcadia resident’s lawsuit is about the city's claimed exemption to CEQA and the density and cumulative impact of buildings on our neighborhoods, not the zoning code. Don't be fooled Arcadia, CHANDLER, TAY and GEMCOIN WUO are not for your property rights. Otherwise they would continue with the zoning code update.

    No, CHANDLER, TAY and GEMCOIN WUO are for the rights of SPECULATORS - developers and investors - moneyed interests looking to score big then get out. These are not residents, citizens, neighbors or friends.

    I'm not sure why CHANDLER, TAY and GEMCOIN WUO are protecting the rights of SPECULATORS over the rights of residents. It could be they like the extra property tax the city receives on top of the UUT they extract from everyone’s utility bills. That's unpleasant but not illegal. But it could also be the campaign contributions, backdoor deals, political and business favors, and possibly unreported and illegal financial gains that CHANDLER, TAY and GEMCOIN WUO receive.

    Disagreements over the details of a zoning code update are expected; everyone has a contribution to the conversation since we must all live with the result.

    But to put the process on hold, and then to exclude portions of the city from an ongoing historical preservation survey, and to abolish citizen impact committees, well that’s simply mean, vindictive and it’s WRONG. Unfortunately, it’s the expected behavior of cowardly, fearful, shameless politicians who put their personal interests ahead of the citizens they are sworn to serve.

    Arcadians, let your voice be heard, tell CHANDLER, TAY and GEMCOIN WUO to get out. And if they won’t, then vote them out.
