New Year's Eve Shocker: Joe Mosca Seeking Appointment to Encinitas City Council Seat

So here we go again. Joe Mosca, the fellow who showed up in Sierra Madre one fine day not so long ago, and then quickly began to campaign for a seat on Sierra Madre's City Council despite having only recently arrived in town, is trying to do that deja vu thing all over again. Joe is now attempting to get appointed to an empty City Council seat in the City of Encinitas. Which, as you may or may not know, is a quaint little seaside town just north of San Diego often celebrated for its arts and vintage home architecture.

Not coincidentally, Encinitas is currently under serious assault from various predatory development forces that would just love to cash the place in for some big time profits.

Does any of that sound familiar to you, Sierra Madre readers?

This news comes to us from our favorite Encinitas blog, the aptly titled Encinitas Undercover (link). A fine local Internet news source sharing that special kind of reverence for local pols we here at The Tattler also hold so near and dear to our hearts.

So to speak. Here is how they broke the big news:


Being the savvy folks they are, the Encinitas Undercover dudes saw this coming a long time ago. Which, in Joe Mosca city residency terms, is just a little under 2 years. With an assist from The Tattler, here is their spot-on call from February of 2015 (link).


Now I realize that by covering this story I will be subjected to the same Lady Wistaria-like criticisms that are usually directed at my esteemed self when I discuss the Sherman Oaks Carpetbagger. The main charge being that I am somehow obsessed with poor Joe and will not leave him alone so that he can continue his bottom feeder political career in peace. 

I don't care. What makes this story newsworthy in my opinion is that it is very very funny. Why on God's sweet earth Mosca would want to repeat his unhappy Sierra Madre experiences down in Encinitas is far beyond my limited powers of comprehension. But I do laugh, and in these troubled times that is important.

A local Encinitas pulper, a weekly called The Coast News (link), has picked up on all of this excitement and expresses their interest in the following way.


So you know, our very own Tony Brandenburg, world-famed lead singer and lyricist for the punk rock band The Adolescents, remains in Sierra Madre. They're talking about a different guy here. 

One more thing before I stop typing for the evening. By the time you read this there will be a lot of comments attached to that Encinitas Undercover article. Joe Mosca is a controversial figure wherever he pops up. But the first one is interesting, and it comes bearing some familiar video links.

Ah me, so much vibrant nostalgia. You must realize that if Joe does manage to finagle an appointment to that vacant Encinitas City Council seat, we'll have to start covering the affairs of that town as well. Meaning the list of Tattler afflicted villages will increase by one more.

    Keeping your readers informed on the political aspiration of Joe Mosca. The City of Sierra Madre's very own over development zealot.
    Joe fooled many in town, as the Tattler photo above, provides a glimps of some of his backers.
    Encinitas is a sweet town. I was acquainted for years, the family who owned the acres of growing houses for the flowers you would see from the highway.
    Developers have been eying that town for some time now. I hope that Encinitas will not meet the same fate of bulldozers that the City of Sierra Madre did, with Joe Mosca's guidance on the City Council.

    1. City of Sierra Madre looks the same as it did 50 years ago. Encinitas was a quaint seaside town 50 years ago now it's a metropolis and a combination of 5 cities one giant 3 mile long strip mall. Swamis' is the only thing left of the original community

  5. Update on the Encinitas Underground blog. Mosca spreads the cash around to certain City Councilmembers.

    "Mosca donated the maximum $250 to everyone on the council majority: Catherine Blakespear, Tony Kranz, and Tasha Boerner Horvath. Well played, Mosca! It looks like the fix is in ..."

  6. More research on Joe Mosca's background from a private eye was needed.
    Mr. Mosca arriving out of nowhere to Sierra Madre, shared the same mailing locations with his Post Office Boxes as did the Dorn Platz Development that destroyed One Carter, without a permit to bulldoze the hillside.
    Never serving on any City Council before and not having a Civic background, his charm brought in the votes.
    His many new acquaintances and the downtown LLC investment individuals got him into office.
    Look out City of Encinitas.

    He is continuing his pursuit of a position within the Democratic Party.

  16. It is only fair that the TRUTH be known. It is fair that like minded home owners should know what threatens life as they know it now. It is only fair to warn the ladies to be aware of the charm for them he has. It is so concerning to see that what we are observing are politics that will hurt/change a community and be damned sustainability and history. What the people vote for is what the people expect, Joe will not deliver on election promises

Joe has got a routine where he hustles the over 50 gals with compliments about how they look, what they wear, and unbeknownst to them, ridicules them behind their backs. With some of the women, he plays the good son, and with others, the wounded boy in need of protection. Very intentional manipulation.

  21. Of course it's in. Money buys you a seat.
    Brat Doyle, represented the developers interests in Sierra Madre. He also cheated his way to a council seat. Bart was aquainted with Joe, and he and his partner moved to Sierra Madre. First they adopted a little girl, so the ladies from the Womans Club City Council debates have said. Next Joe "wins" a seat on Council. Now has two boys. The scuttle around town was that Nancy Walsh and Bart were quite chummy. She served on council. They have kept Joe in the loop. Didn't someone blog about Joe paying a "donation" to other council members in Encinitas. Money does buys you positions in life. Nothing civic minded about that. Changes have come to Sierra Madre, less volunteers, bad water, higher taxes, less city services, mass retirements from City Hall and empty council chambers on Tuesday nights.

      Yes, we have problems, but through a huge effort, we avoided the nightmare of development that Joe and his pals wanted. Not without terrible losses in the hillsides, and not with our tireless community activism - but we have preserved and persevered. So far.

  23. Didn't Nancy Walsh and Joe Mosca's partner work in the same research medical office together? In Sierra Madre they had the great commodes in common. The expensive universal porta potty behind city hall and the most porta potty's ever for the most expensive 4th of July parade to date in Sierra Madre.

  27. Hi up there in Sierra Madre. This is Lorri Greene. I have been a resident of Encinitas for 35 years. I am also the moderator of a FB group called Encinitas Votes. Our city council had a vacancy to be filled, for reasons to complicated to go in to at this point. The 4 city council members decided to appoint the 5th person, rather than to have an election, which they said would cost too much, and it probably would have. So tonight, Jan. 11, 2017, 16 people stood before the City Council giving them the reasons why they would be the best fit for the fifth position. One of the candidates had been a judge and actually ran in the November election. He lost, but did get 11,000 votes. Our city's population is about 62,000. His name is Tony Brandenburg. I would have thought, since e ran, had skin in the game, so to speak, that he would be appointed. That didn't happen. Another man, Bruce Ehlers has lived here a very long time, and at one time was on our planning commission. He is an activist and helped us get enough signatures for two different measures that got passed by the citizens. The Council was not happy with this at all, so I assuming that is why they did not vote for him. He has lived here about 30 years. There were some awesome candidates that also spoke. Most of them had lived here a lot longer than Mosca and had great credentials. However, at the end of the discussion, our Mayor made a motion to support Mosca, and got a second from our newest Council member who will probably vote the way the Mayor wants. Many of us saw the videos that Encinitas Undercover put on their site, and they also posted it on Encinitas Votes. It appeared to me as I looked at the videos that this man may have difficulty getting along with others who disagree with him. Would that be an accurate assessment? I would truly appreciate any verifiable information on Mr. Mosca if you have any. My email: lgreene98@aol.com. Or if you want to to go to Encinitas Votes FB group you can post it yourself.Either way, what we are trying to figure out is how he did it. With 16 qualified applicants it doesn't make any logical sense as to why they, with the exception of one council member, chose him over the other well qualified applicants, all with good credentials, and all having lived here a long time, it makes no sense to me.
