Did Mayor Pro Tem Sho Tay Trigger The Brown Act At Tuesday Evening's Arcadia City Council Meeting?

Mod: I was forwarded the following email sent by Arcadia resident Laurie Thompson to City Attorney Stephen P. Deitsch this past Wednesday. It now appears Sho Tay has opened up a legal Pandora's Box with some of the words that slipped from his loose lips at Tuesday evening's City Council meeting. Here is her note to City Hall.

Last night MPT Tay described a vote taken in closed session regarding public safety in Arcadia.  Can you please provide the date of this closed session and a copy of the notice of the agendized item?  I do not recall the Brown Act allowing for a closed session to discuss public safety and crime. If this meeting truly did occur, please provide the reference in the Brown Act that allows for such a meeting.

This claim by MPT Tay seems dubious at best.

Also please send me copies of any other emails or letters you receive regarding MPT Tay’s claims of closed session deliberations as I want to start a support group for victims of MPT Tay’s false claims.

Mod: City Attorney Deitsch has yet to reply to Laurie, which is not surprising. I'm not sure that he, or anyone else there, has decided quite how to handle this latest mishap from a loose cannon who apparently doesn't understand right from wrong. 

Do Post Offices in other cities have to do this?

  7. Sho Tay colluded with Chandler and the Developers by running a well-coordinated smear campaign against two other CC candidates. After the election, now Tay and his supporters praising that Tay is a "uniter" and "demands" the majority of the City Council to vote Tay to be the next City Mayor is a mockery to democracy and the rules of common human decency.

    We really hope that the majority of the City Council will do the right thing and not be intimidated by Tay supporters' mob mentality.

    3. During the council meeting this week some members said Arcadia elections were not as contentious as they are now. I was a little puzzled by this. Is this contentiousness due to some kind of public naughtiness? Or can it be that people are genuinely upset about the way things are going in Arcadia, and are trying to be heard? When government officials complain about the public that usually isn't a good thing.

      Yes. Most Arcadians paying close attention to the election believe that with the exception of Tay and Chandler's supporters. That's why Tay should not be voted to be the next City Mayor or they should demand Tay to resign from the CC.

      In District 5 such tactics did not work with Jolly Wu. Strong woman! Apparently Joyce Platt was not approached because they knew her to have too much integrity. Playing dirty was the only tactic they could conjure up against Tom Beck.

      Sho Tay, which has no business of getting involved in the election, did manipulated a large faction of the Chinese voters to help Chandler get elected (the final vote tally of return ballots after April 10 to be counted today). Otherwise Chandler would not have won the election due to his unpopularity. If anything, Sho Tay is the divider of the Chinese community.

  13. Brown Act violations are serious and can result not only in fines but criminal charges. Hopefully, may justice be done. Sho Tay has been a major voice in splitting Arcadia apart. Through We Chat he manipulates a venerable group of people into cult-like behavior. How can the council "team build" when one of their members cannot be trusted to not twist the truth and use whatever is said against them?

      remaining 400ish uncounted ballots will be opened & signatures checked. I do not speak Chinese. Have other residents received a similar call ? Since no English translation was provided, my guess is that it a misplaced Sho Tay piece of propaganda piece. If so, he is excluding other voters on the basis of
      language. He wants his WeChat followers to resist "Americanization" to remain in control. Sounds like
      a variation on Fascism, doesn't it ?
      Let objecting residents write Council members to not allow Tay to become Mayor. And it's time to attend the next CC official installation & speak up to object during the "Comments Section" of the Agenda. Sho's robots have spoken again for his Mayoral installation. Will they disrupt again if Sho is refused his
      undeserved seat at Mayor ? Chandler will support him as Mayor.

      Any resident wanting to oppose this currently unhealthy city climate needs to attend to defend a cleaner City Council. I don't want a CC where where Sho governs by abusing his position to control the balance of power. What is an acceptable political tactic in Taiwan, is not acceptable in Arcadia. While the results of FPPC investigation & other state or federal investigations are pending, residents must resist.

    2. As a neighbor, I heard that former CC John Wuo and his wife's household returned 6 ballots, which is questionable when his adult children have not been living there many years. The election law is that you have to be a US Citizen "and" living in District 5 to vote for CC member election.

  15. So Arcadia has a homeless population - the city will need to provide shelter. They can either start picking locations for tiny houses or tents, or the state will do it for them.

    Lots going on, once you get past the One Carter mess, all dated to 2015 and 2016.

  19. To be a Mayor of the city, this person needs to be a role model and pride of the city. As someone who spreads lies and nothing but fake news, he is not suitable to be an Arcadia Mayor. Now, he has also violated the Brown Act. This is a serious violation. Arcadia can't and should not let someone like Sho be the next Mayor. When explaining how he is not dividing the city, he is making a threat to sue people. LOL! Good going. Sho uses 'parenting' skills as comparison to governing a city. Tay will not get my support for the next City Major. I'm still hoping that the majority of the CC members will vote for any other CC members to be the next Major other than Tay or Chandler.

I would say over 90% of Asians I know adopts an American name: John, David, Robert, Andy, Allen, Connie, Sally, Grace, Josephine, etc. A majority of Asians are Christians and Catholics. There are ubiquitous Chinese and Korean churches all around us. I'm surprised that the bloggers on this forum don't know that.
      BTW, you will see lots of Asian customers inside any American Banks like BofA located in Arcadia, Temple City, Pasadena, etc. Some smaller local American banks opened by Caucasian strategically opened their banks to serve the Asian clients in cities such as Alhambra, Arcadia, and Irvine with a concentration of Asian population.

    2. It's really a David vs. Goliath-like story.
      Jolly Wu did very well as a first-time Chinese American woman for the Arcadia CC seat. She received 303 votes in District 5. Multiply that number by 5 is 1,515 votes if this was a Citywide election. She did much better than Sho Tay; he ran unsuccessfully for 4 consecutive times for the CC seat. Jolly used her own limited personal fund to run against a smear campaign run by a well-coordinated opposition collective group with ample funding made up of the incumbent CC Chandler, CC Sho Tay, and the Developers; and unfair bias of certain key staffs and depts of City Hall that were supposed to remain neutral.

I have had several families share that they would not put up a Beck sign for fear of retaliation against their children at school. One family said that they had to join groups outside Arcadia to provide a social life for their child. The child is in first grade. A climate of fear and intimidation. Sad but true. Good people will not risk the emotional health of their children to run for council positions. Who wants to get "slimed" by dirty campaigns?

    1. It takes a nomination by one council member, a second and a vote of 3. If Chandler nominates Tay, Tay would have to 2nd it, and then 3 council members would have to vote yes. If 3 vote no, then it goes to a second nominee.

    1. I am concord. Peter needs to read Sierra madre tattler's comments. Several of my neighbors' voted for Roger and they did not even know that he was our city council for the last 4 years. Can we test on People's knowledge before they vote? They told me that he was the chief and he would make us safe again. They all received the call of asking our city councils to vote Sho Tay as our Mayor to represent the majority of people in Arcadia which is Chinese. I told them that why don't they ask city councils to vote for a woman? Because a lot of people do not want Sho. He is appointed not elected. At lease 56% of people at District 5 doesn't want him to be the Mayor. Because they did not vote for Roger. We have more than 50% population are women in Arcadia. Therefore, voting for April will be voting for the truth majority.

  41. Does anyone notice any activity on the AFG (Gemcoin) building today and yesterday? Someone reported seeing some kind of law enforcement activities. According to the Johnny Gemcoin's neighbor, he was no where to be found. A young man drove a white SUV came to take care of the trash cans on the trash day. jolly Roger was out of town after election. But the darling wife was still no where to be found. They might all take off after election for a JR/JJ vacation. A big happy family to screw you and me up. The saddest thing were the Chinese people victimized by Gemcoin but voted for Roger. Don't they know that they are a big happy family.
