The Committee to Oppose Chandler for Arcadia City Council is Back ... Plus! Was "Police Officer" Sho Tay a Bullet Short of being Deputy Barney Fife?


Mod: Why is this shady out of town organization supporting Roger Chandler? Why are they attempting to promote Chandler's campaign by spending thousands of dollars on dishonest and at times even racist political material? Obviously we have to regard such efforts as corrupt politics at its worst. You need to recognize this for what it is.

Was Sho Tay a Bullet Short of being Deputy Barney Fife?

Back in April of 2010 then City Council candidate Sho Tay made a claim that has raised eyebrows over the years. That being he was a former Police Officer. Sho uncorked some of that on the Arcadia's Best website (link).

I am very honored to announce that the Arcadia Police Officers Association and Arcadia Firefighters Association have chosen to endorse me as a candidate for Arcadia City Council

As a council candidate and concerned Arcadia resident, I am devoted to maintaining safe streets and neighborhoods. The men and women of our police and fire department put their lives on the line to keep our communities safe.

An endorsement by both the APOA and AFD means that they have chosen me as a candidate they believe they can best work with. With my prior background as a police officer, I know that I will be able to not only relate but also communicate and work efficiently with our police and fire. Together we’ll keep Arcadia safe!

When Sho Tay ran again in 2014, that cop angle also came up. Here he hyped his experience as a former Police Officer in a campaign biography that appeared on the website Smart Voter (link).

Due to the sudden passing of my father, I started my own business at 19 in order to help support my family. I have since owned and operated several businesses. I also graduated from the Rio Hondo Police Academy and served as an Alhambra PD reserve.

So what exactly were the duties of Sho Tay as a member of the Alhambra PD reserve? Here is how that job is described on the City of Alhambra website (link).

RESERVE POLICE OFFICERS UNITThe Alhambra Police Department's Reserve Police Officers are a group of highly trained and motivated volunteers, who meet the State of California's Peace Officer Standards and Training. They must meet stringent standards to act as police officers.  Their responsibilities are to supplement patrol deployment, police special events, provide special services, and serve the public. They are on call for emergencies and details as needed.

So Sho Tay, who throughout his political career has claimed that he is a former police officer, was actually only a volunteer cop. This means he was not paid, did not have the power to make an arrest, or was ever even allowed to carry a gun.

Which put him one bullet (and a gun) short of being Deputy Barney Fife.

  5. Hmm. OK, so the Chandler folks claim he was a Police Chief, but it turns out he was the Chief of some housing cops. Sho Tay, who talks often about his time as a police officer, was an unarmed volunteer. Doesn't anyone in that camp ever tell the truth about anything?

    2. Sho Tay is taking no chances; he has been running his second term re-election campaign unofficially immediately after he won his first term CC seat. Prior to that, he had unsuccessfully run at least 4 or 5 times for the CC seat. This guy is very committed and determined to stay in power. Voters need to watch out and make sure that he will not be elected again when he is eligible to run for cc going forward.

  7. He is a Arcadia High School Chinese Parents Booster Club's cop! Nice to educate our children with lie. Under Sho's WeChat direction, they all become door to door volunteers for Roger and Bob. Some of them even brought their children with them going door to door. They want to demonstrate how to spread Jolly Wu is a cripple useless wheelchair user to their children. Jolly Wu push the children off the Dial-A-Ride for her own good. A selfish useless disabled person. Why are you wasting your vote? She made the single mother's children without a bus to go to school. Nice teaching for your kids. Now, can you faced your children and told them that it is Arcadia City Councils made the decision in order to avoid Federal government pull out the Dial-A-Ride funding from city of Arcadia due to the restriction of the Dial-A-Ride can't use as a school bus. A group of the city staffs misused funding and they stole DAR from disabled and elderly people. They are the one putting city in the risk of an on site audit from federal government. It could cause city lost the DAR funding and even at the risk of million dollars fine from the federal government.

    1. As a former government grant monitor, cities accepting Federal grants have to follow strict guidelines and regulations. The misused of Federal grant funds by cities for the intended purposes is a big no-no, subject to return of grant funded and jeopardizing the cities from receiving future grant awards.

    3. The misusing of the DAR funding was an audit finding several years ago, but I believe that Arcadia is continue misusing the DAR funding for its intended purpose. This is very disturbing if true.

    4. This was a very disgraceful smear campaign to target a Chinese woman with disabilities by a nefarious Chinese faction that supports Chandler, which include Sho Tay and the developers. This faction deliberately published a mailer in "Chinese language only" appealing to the Chinese community by falsely accusing that Jolly Wu was the one who stopped the Dial-a-Ride bus for the school kids when in fact that decision could only be voted by the City Council. And also telling Chinese voters that a person with disability should have no business of running for City Council seat.

      After being caught of committing hate crime act against a person with disability, this same Chinese faction supporting Chandler is now trying to deny that they had committed a hate crime.

    5. The misusing of the DAR funding going all the way back beyond 2000. Until June 2016 at several Arcadia residents' request, the city councils put a stop on it. It is more than a decade that the DAR buses had been used as school buses. Disabled and elderly people in Arcadia were push off the DAR buses. One time, a transportation director even told a wheelchair user that the time that a driver spent to tie down a wheelchair, the driver could have picking up at least 5 to 6 normal walking kids. But currently the taste of the town leading by Sho Tay, is taken the DAR buses for the ride to and back from the restaurant. Sho stated that it is the community program, but the truth is the program is using DAR buses and drivers.     6. Wow! Now, Sho is taking buses away from elderly and disabled people. I heard that sometimes, they can't even get ride to doctors or supermarkets even with several days ahead of calling for the DAR bus ride. It is very hard for wheelchair user because Uber can not pick them up. What kind of person can take away the only transportation from disabled and elderly people?

I believe Chandler is in charge of overseeing Arcadia Transportation and why did he allow this to happen? If you have families, friends that are elderly and disabled should be very angry and should demand answers from Sho Tay and Chandler.

      Let me see if I understand this...

      Sho Tay misused federal transportation grant program funds by taking the DAR bus from the elderly/disabled and uses it as a community touring bus for the Taste-of-the-Town community program. (Keep in mind that the federal grant pays for the DAR buses, maintenance/repairs, gasoline, drivers, etc.)

      In other words, Sho Tay is misusing grant program fund to campaign for his re-election for the District 3 City Council seat because at the time he did not know he will be running an unopposed campaign.

      Obviously Chandler will not rock the boat since Sho Tay is campaigning for him.

  21. By strict definition, being a reserve officer is entirely different from a volunteer officer.

    I'm fairly certain that *reserve* police officers have the power to make arrests, as well as carry a gun. Reserve officers are POST certified, after all. Reserve officers *shouldn't* be confused with those 'auxiliary citizen' or 'citizens on patrol' volunteer units, often filled with senior citizens. In fact, reserve, POST certified, officers wear the same uniforms, drive the same cars, and perform the same functions as full-time police officers.

    The only thing that POST certified reserves don't have are the outrageous salaries and pensions of current, full-time, police. (Though they are often given a stipend for uniform and equipment.)

    In other words, being a reserve police officer is just another way to play cop:

    2. 12:49...it is not just terminology. A POST-certified reserve peace officer (sheriff or police) has the same powers and authority as a full-time officer when on duty. Level 1 reserves, those with the highest level of training, can patrol by themselves and can carry concealed weapons off duty. Because of the level of pay they receive (e.g. $1 per year for the sheriff), a reserve peace officer is considered a volunteer on any department. Learn your stuff before you try to educate others.

    1. It turns out that there is a big difference between a PD reserve (unpaid, volunteering work, limited functions) and a full-fledged police officer who is paid to do a job that can be dangerous or deadly sometimes.

Is there somewhere we can check to see if he really did graduate from Rio Hondo Police Academy? Is there someplace to check if he really was a reserve police officer with Alhambra and for what years?   34. I personally have more respect for a reserve officer, working for nearly free, than a full-time officer milking taxpayers and our system for the obscene amounts that cops now get paid. $200k plus per year, plus lifetime pension? How ridiculous crooks that our "police" have become!

    3. A lot of these cops are cowards. In Olmos Park, Texas, police arrested an open carry activist and wrestled a woman who recorded the arrest (it's perfectly legal to videotape police in all states). Today, hundreds of people marched. Not a lot of coverage from the media though. I guess it doesn't fit Fake News' narrative.

Cops have become the governing class, propped by inflated salaries and benefits, while influencing our politicians so that police aren't held accountable for their actions. Just last week, SCOTUS upheld even more qualified immunity protections for police.
